The IPAF 3a 3b Training Course provides instruction on how to prepare and operate a range of Mobile Elevating Work Platforms (MEWPs), which encompass cherry pickers, scissor lifts, as well as articulated and electric boom lifts.
This programme is designed for the operators of Mobile Elevating Work Platforms (MEWPs) – including static booms, mobile booms, and scissor lifts - and those looking to renew their operator licences.
This IPAF 1B training course is designed to help operators prepare and safely operate static boom lifts. The course will consist of classroom based tutorials, demonstrations and practical and written tests.
Companies utilising MEWPs must be aware of their managerial and legal obligations. The course addresses the essential information managers require regarding the secure utilization of MEWPs on-site, encompassing tasks like job planning, risk assessment, equipment selection, and risk mitigation. According to UK health and safety regulations, particularly the Provision and Use of Work Equipment Regulations 1998 (PUWER) and the Work at Height Regulations 2005, employers are obliged to provide training for all personnel responsible for planning, supervising, and overseeing work at height and equipment usage for such purposes.
All courses are conducted in English. It is vital, for Health and Safety reasons, that all learners have sufficient working knowledge of English to allow them to participate fully.

Assessment
Learners will be assessed by testing their practical skills in using the equipment, as well as their knowledge of how to use it safely. Only when they have passed both a theory test and a practical test they will be able to get their licence to use MEWPs.
Certification
From 1st June 2021 all candidates who undertake IPAF training and pass will get their licence digitally through IPAF’s new app, ePAL. A printed PAL/CAP card and/or certificate is an optional add-on if the trainee requires one.
Successful candidates will receive their IPAF qualifications depending on the chosen categories, and an IPAF Certificate of Training for these. These will both be accessible via the IPAF ePAL app, available on Android and iOS smartphones, which also includes a logbook and safety information. If a physical PAL card and certificate are required these must be arranged with our training department prior to the course start date (additional fees will apply).
An IPAF certificate, or PAL card, is valid for five years from the date of training.
